SEJARAH

Initial Idea (1991)

In 1991, Dr. Edward Buss, a breeding consultant at Ayam Bromo Hatchery Company (PT Anputraco), introduced the World’s Poultry Science Association (WPSA) and suggested establishing a WPSA branch in Indonesia. This idea was positively received by Mr. Tobeng Kusnodiharjo, owner and Director of PT Anputraco, who then invited several university representatives to attend a preparatory meeting.

At the meeting, Ir. A. Musofi, MS was appointed as Secretary. The meeting resulted in an agreement on the name of the organization to be established, namely the Indonesian Poultry Science Society (MIPI), as well as the drafting of the Articles of Association and Bylaws (AD/ART).

Official Declaration (1992)

Dr. Dra. Peni S. Hardjosworo, M.Sc. sebagai Ketua dan Dr. Desmayati Zainuddin, MS sebagai Sekretaris.

Pada tahun yang sama, Prof. em. Dr. Dra. Peni S. Hardjosworo, M.Sc. mewakili Indonesia dalam Kongres WPSA di Belanda, menandai pengakuan resmi kehadiran Indonesia dalam jaringan internasional WPSA.

Challenges of Legitimacy & Membership (1990–1997)

Efforts to officially establish MIPI as a WPSA branch in Indonesia faced regulatory obstacles, as the government did not allow organizations to be founded as direct branches of foreign institutions. The only status permitted was membership in an international organization. The complex legalization procedures ultimately made it impossible to obtain official branch status.

Nevertheless, MIPI continued to operate by registering its members with the WPSA headquarters. Each member who joined paid an annual fee of US$20 and received the WPSA scientific journal four times a year. In practice, many Indonesians became WPSA members not through MIPI but by registering directly with the WPSA headquarters.

This situation created administrative challenges, as journal distribution was handled directly by WPSA headquarters, while MIPI only managed members who registered through the organization. Additional burdens often arose when unpaid membership fees were still charged to MIPI. Despite these challenges, MIPI persisted and continued to serve as an important link between the Indonesian poultry community and the global WPSA network.

Stagnation and Revival (1998–2003)

In 1998, an economic crisis struck Indonesia, causing the exchange rate of the dollar against the rupiah to surge sharply. This situation made it impossible for MIPI to collect membership fees for re-registration with the WPSA headquarters. As a consequence, MIPI temporarily suspended its membership status, although it was still permitted to receive a single copy of the WPSA journal.

Since then, MIPI experienced a period of stagnation until 2003. In that year, MIPI was reactivated through the Second Congress, which established a new management board for the 2003–2008 period. This reactivation was also supported by Dr. Argono Rio Setioko (Head of the Livestock Research Center, Puslitbang Peternakan) and Drh. Desianto Budi Utomo, M.Sc., Ph.D. (R & D Feed Technology, PT Charoen Pokphand Indonesia), who met with the Secretary General of WPSA to request the revival of WPSA Indonesia.

This moment marked the beginning of organizational reform, with a commitment to reduce dependence on foreign institutions while strengthening MIPI’s role as a connector among industry, academia, researchers, and stakeholders in the development of Indonesia’s poultry sector.

Period of Organizational Development (2003–2015)

Since 2003, MIPI has begun to show significant growth in organizational activities. At the Second Congress in 2003, a new management board was elected for the 2003–2008 period. Subsequently, the Third Congress was held in November 2008, establishing the management board for the 2009–2014 period, with the same Chair and Secretary as the previous term.

During this period, MIPI’s membership grew rapidly. The number of members, which was around 40 in 2003, increased to 195 by 2015. These members included academics from universities, researchers from research institutions, and practitioners from the poultry industry, collectively strengthening MIPI’s role as a platform for collaboration and the advancement of poultry science in Indonesia.

Membership Growth and Journal System Changes (2013)

In terms of membership, MIPI has continuously strived to maintain administrative discipline, although it has often faced challenges due to delayed payment of membership fees. This situation at times affected MIPI’s voting rights in the election of the WPSA central Board of Directors.

In 2013, the distribution of WPSA journals in print (hard copy) was officially discontinued and replaced with online journal access, which members could download using their individual membership numbers. This change marked a step toward modernization in WPSA’s scientific publication services.

Since its establishment in 1992, MIPI has undergone a long journey: from periods of inactivity due to various challenges, to its revival as an active organization advancing poultry science in Indonesia. Today, MIPI continues to serve as a link between industry, educational institutions, and research organizations, while making tangible contributions to the development of the national poultry sector.

Ratification of the Establishment of a Legal Entity

During the 2020–2024 administrative period, the Indonesian Poultry Science Society (MIPI) officially obtained legal entity status. This was established through the Decree of the Minister of Law and Human Rights of the Republic of Indonesia (KEMENKUMHAM RI) Number AHU-0007145.AH.01.07.YEAR 2020 concerning the Ratification of the Establishment of the Legal Entity of the Indonesian Poultry Science Society, issued in Jakarta on September 2, 2020.

Since then, September 2 has been commemorated as the founding day of MIPI-WPSA Indonesia. Therefore, considering its historical establishment in 1992, in 2025 MIPI will have celebrated 33 years of advancing poultry science in Indonesia.
